I wrote down the row below for reference. What you see bolded below in blue are the stitch counts. This is what you should have at the end of the row. Let me know if this helps? Thus in each row or round, after the double hyphen is the stitch count
So in each place you made 3 dc in a ch2-lp, those are the 3-dc groups. You should have that many then for your size of what is in blue.
Rnd 1: Ch 1, ch2-lp in same ch2-lp, 3 dc in next ch2-lp, *ch2-lp in next ch2-lp, 3 dc in next ch2-lp, rep from * around, join with sl st to first sc, do not turn––14 (16, 17, 18, 19, 20, 21, 22, 23, 24, 25, 27, 28) ch2-lps, 14 (16, 17, 18, 19, 20, 21, 22, 23, 24, 25, 27, 28) 3-dc groups
